If they throttled or slowed down data speeds in violation of their contracts w/consumers, then yes they did.

Which it would appear they were. yeah, but was it justice enough or too much? Depends on how one defines justice....bear with me here. I suspect what happened here was a "carrot & stick" question the Feds' posed to ATT. The carrot: plead guilty to x and you pay a set fine. The stick: fight us in court and if you lose, we slam you for everything you're worth. As I once heard a lawyer say, "When the Big G brings a case against you, they very rarely - if ever - lose." For them to offer a deal of sorts to ATT means they had to have enough evidence to go after them in open court; why else would they accept a deal?
